There are better tools available: ad blocker, dial up watcher a.s.o.

NIS? I don't use NIS in a windows(2k) (only in a Unix) environment, but
can be configured for NIS clients by an AD-Server.
The best way is hardening, and only using software with the latest known
security patches. There are many pages to do so:
