Only work round that seems to work is Control Panel, Internet Options,
Connections, place tick in Never dial a connection.
Will probably find though when IE etc opens that the dial out box
(assuming you've got it enable to appear) doesn't appear. Just make a
shortcut to it and select dial. Bit of a pain all round
