not ableto connect to internet server

hi there..

i recently installed icq lite and couldnt get it to work because of my
firewall. i got so frustrated with it i just decided to uninstall it.
after i did that i could not check my mail or get on the internet. i
have dsl modem. my version of norton firewall is version 4.0 2002. if
i disable my firewall than everything seems normal. what did i do
wrong and how can i fix this problem?
