There is a reg hack to get Internet Explorer to be the program requesting
permission to access the internet instead of Explorer.exe. But I ran into
java script problems with the console opening up which couldn't be turned
off. I also realized that after doing so, the Windows Update site claimed
that I had not installed the March 4 security patch. Not sure if they were
related, but believe so. Reading up on the info of that particular update
might give you some insight. I dealt with this quite awhile ago, but just
let explorer.exe access the net.
