Have you run a virus scan recently, with updated definitions? I remember
a virus or trojan that either replaces or modified explorer to access the
Internet. I also think there is something with certain versions of Windows
where explorer is doing something involving Windows networking. The IP
address of 127.0.0.1 is your own computer. :1030 is the port.
