The problem with automatically dialing out is actually a "feature" of MS
Internet Exploiter ... er, Explorer. The overwhelming majority of network
applications under Windows use the IE settings for network access. Any
application that might check the Internet (Norton Antivirus, ZoneAlarm, et
al) will cause DUN to spark up so that the application can reach its
destination. You may find yourself forever chasing applications that want to
do automatic host connections. Probably the better solution would be to fool
the application ...

On your desktop, "wrong-click" the IE icon and select Properties from the
pop-up menu. Go to the Connections tab and click the "Never dial a
connection" radio button. This will cause IE (and a multitude of other
applications) to think you are connected to the Internet 24x7 via the LAN.
The application will try to reach its destination only to find the host not
responding.

Another thing to do is double-click My Computer, click Dial-Up Networking
and go to Connections -> Settings. On the General tab, place a checkmark in
"Prompt for information before dialing." This will cause the DUN dialog box
to prompt you for a User ID/Password before dialing.

The downside is that you'll have to manually establish your DUN connection
and you'll have the one extra OK button to click prior to using IE, Lookout
... er, Outlook ... and any other Internet-related applications you might
use. A small price to pay for having control over who gets out and who
doesn't.

For the final touch, while still in Dial-Up Networking, "wrong-click" your
favorite DUN connection and select "Create Shortcut" from the pop-up menu.
You'll get a dialog box asking "Do you want the shortcut to be placed on the
desktop instead?" Click "Yes" and you'll get a new shortcut to your DUN
connection. From here, you can drag (while holding down the "wrong" mouse
button) the shortcut to the quick-launch bar giving you a single-click
launch of the DUN dialog box while keeping your desktop just that much
cleaner.
