Strange blockage by Norton Internet Security

I'm developing a web site with Microsoft IIS 5, which includes numerous ASP
files having names with the pattern delete_???.asp and edit_???.asp, among
others. One particular pair of these files, say, edit_abc.asp and
delete_abc.asp, was inaccessible by one user. He would only get a blank
screen. All the other files worked fine for him. This is with Internet
Explorer 6.

>From the web logs I determined that his requests for these pages never
reached the server. We cleared out his temporary Internet files and rebooted
his machine. I made sure he wasn't using any proxies. Nothing helped.

Finally, he remembered that he was running Norton Internet Security (I
couldn't have known this directly, I was working with him remotely), and he
turned it off. Problem solved. He turned it back on. Problem returned.

Why would Norton Internet Security prevent transmission of requests for just
these two ASP files? It doesn't seem that it should have anything to do with
their content, since the point is that the browser never even sent the
request, so it certainly wasn't seeing the content each time. Besides,
there's nothing special in these files, nothing different from what's in all
the other files on the site.
