Is it configured to block all accesses attempt?
Is it configured to alert when a program tries to access the net? If it did
alert you about Internet Explorer first time, did you choose Permit, Block,
Automatic? If you choose Block, did you check the box to always use this
option?
IF you look in the rules list, is there a rule "Internet Explorer" with
"Block All" list after it?
Can you see any message on the Event Log, Firewall tab?
