They _don't_ do what that tech support person told Howard. Symantec, of
course, confirms that their firewall _works_ on specified Windows OSs and
not on others (for example NIS 4.0x does not work on Win 95, according to
Symantec). As far as I know, Microsoft does absolutely nothing to confirm
that _any_ vendors' products work on their various OSs. (Indeed, given
the sheer number of applications available for Win 95,98,98SE,Win NT, Win
ME, Win 2000, and now Win XP, this would be the greatest give-away that MS
has ever provided!) In other words, if the tech support guy at Symantec
told Howard what Howard says this guy said, he was close to an outright
lie (or maybe just abysmally ignorant).
At any rate, these assurances don't mean quite what you might think they
mean under any circumstances. For example, you go on to say:

Well, if you upgrade IE, then you've got a 'new' application with a
different hash than you had previously, so you'd need to create a _new_
rule (or rules) for the _new_ version (and then probably eliminate the
_old_ ones). It gets worse; if you upgrade NIS/NPF, then the new install
largely wipes out _all_ your _old_ rules and you also have to create _new_
rules for all your existing internet-enabled apps. (And it really would
be nice if Symantec would provide an automatic upgrade utility for your
existing ruleset when you upgrade their firewall, but so far, they
haven't, as far as I know.)

Well, Symantec can't even find all the bugs in their software for all the
OSs and hardware configurations for which it's targeted. (Indeed, the
first three updates to NIS/NPF 4.0x were to correct 'bugs' that were
subsequently found on OS/hardware configurations that Symantec
hadn't--apparently--tested.) I fail to see (credibly) how MS could
resolve the issue! <g> Once again, the tech support weenie simply brushed
Howard off.

Oh, sure, works like a charm -- for the totally ignorant. If dealing with
someone with the slightest bit of knowledge about MS' security record,
it's about the worst thing you could say.
