You can also try to activate logging on all existing rules to see what
protocoles are not allowed/rejected (check the log option for each rule)...
For info Hotmail uses port 443 (https), DNS works on 53, outlook requires
access to the 110, 25 and 119 (news), so you should create rules allowing
traffic from your local LAN for those port... also try TPF FAQ at
http://www.tpffaq.com/

I'm not personnaly running ICS so ...
