Ok, I found a fix. Seems the problem is in the rule that NIS creates
for itself called, "Symantec Norton Personal Firewall HTTP Filter".
This rule is what started blocking all HTTP outbound requests after
the 4.03 update was applied. I simply changed this rule from
"Automatic" to "Permit All" and then back to "Automatic" Again. This
seems to have find the problem and the rules has now been renamed to
"Symantec Norton Personal Firewall HTTP Filter_1". Weird. Give this
a shot.
