ZoneAlarm, Windows and Services.exe?

Win2000 Pro SP2
ZoneAlarm Pro
I went through my list of applications
in ZoneAlarm Pro that had access to the internet
and disabled a few because I wasn't sure if they
really needed Internet access.
One of the apps I disabled was "Services and
Control App" This is a Microsoft
file/program... c:\winnt\system32\services.exe.
When I told ZoneAlarm not to give this app
access to the Internet, my Email and some News Groups
stopped working, and I had problems accessing
some web sites (but not all web sites).
Once I gave this app access to the Internet
again, my Mail and Newsgroups became accessible,
and the web sites I was not able to reach were reachable.
What is this program/file??
