IP Tables vs. IP Chains

I've been informed that with IP Tables, it is only possible to have a PPTP
VPN connection filtered through it and not an L2TP/IPSec tunnel. Going back
to kernel 2.2 though (and therefore IP Chains) there are modules which allow
L2TP/IPSec traffic to be filtered.
Does anyone know of any method at all that will let me get IP Tables working
with L2TP/IPSec - I really don't want to use PPTP and certainly don't want
to have to downgrade my firewall to an old kernel and IP Chains.
