I think you may have already uncovered your problem in your USB modem. Is it
possible to use an Ethernet ADSL modem with your adaptive rate service (or
at least temporarily subsitute an Ethernet modem for troubleshooting)? I
have found that my Ethernet networking problems have disappeared by taking
USB->Ethernet connections out of the equation.
