Why Zone Alarm Prevents booting.

I'm not sure if this is old news or not, but I found that UPnP and Zone
Alarm were preventing my computer to boot 3/4 of the time and preventing it
from shutting dowm correctly (when it did boot) 3/4 of the the time.
With UPnP, Explorer.exe connects to 239.255.255.250:1900 when you boot up.
(Even after running UnPnP). I had Zone Alarm set to "ask" if Explorer can
connect. It looks like Explorer connects at about the same time as Zone
Alarm comes up because if the computer is connected to the net Zone Alarm
never asks about Explorer. The computer either hangs or boots.
If I'm not connected to the net, my computer will always boot up and shut
down okay. On booting, Zone Alarm, does ask if Explorer can connect to
239.255.255.250:1900.
As of now, I've solved the problem by allowing Explorer to connect without
asking. I also have a hardware firewall where I can, block it at. Or maybe
uninstalling UPnP will fix it. Not sure what I'll do in the end when I
learn more.
The computer is running WinMe. Zone Alarm Version 2.6.362.
Any thoughts?
