Is it possible to read email off my POP3 mail server w/o downloading it?

I'm wondering if anyone has run across a program they like that can do this. I guess the
best I can hope for is to be able to read the subject lines and delete messages without
having to load them onto my computer. Also, is web based email (e.g.-Hotmail)
significantly safer than POP email?
