IP Popup Utility

Does anyone know if there is an IP popup utility similar to the
alerter or messenger services that run on NT/2000/XP but that has the
following capabilities:

1) Can send to a range of IP addresses

2) Will popup on the recipient screen regardless of whether the
workstation is logged in, locked, or has a screensaver active.

It seems that Windows itself would have some switch or something that
can be passed to the alerter or messenger services to allow for this,
otherwise why do Service Control Error popups show up at the login
prompt? I just can't seem to find it.
