user rights not working on NT4.0

    Dear all,

    Somebody must have broken into our NT4.0 server because the user rights
    are not respected by the system. No matter how I restrict rights to a
    directory it has no effect. For instance: not allowing certain users to
    enter the directory does nothing - they can still access the directory.
    The system behaves as if the rights were switched off somehow. Probably
    some settings were changed in the registry.. Anybody knows what are
    these settings and how I can make the system respect the rights again? I
    need this on temporary basis, the system is going to be reinstalled
    soon.
