ipc$ password problem

Dear Gurus,
I have a problem with accessing windows nt share from windows 98.
Everytime when i try to reach a shared folder from windows 98 , i am
asked the password of ipc$ user . After making some research in groups
, i have found that this is the password of the guest account and i
must enable the guest account in windows nt 4.0 . Till this part
everything is fine but i can not enable the guest account in nt 4.0. I
tried to uncheck the box:" account is disabled" , rebooted the machine
, but when i try to login the nt machine by using the guest account i
still get the "account is disabled" message. One more point which can
be a problem and want to ask to you is : The nt server is my backup
domain controller. Primary domain controller is windows 2000 , which
has guest account is enabled. What can be the source of the problem
that prevents me from enabling the guest account in my windows nt 4.0?
Any help will be appreciated.
