granting user privileges

    I'd like to be able to grant ONE user the privileges to change
    settings for certain programs on the local machine.

    I have a laptop that is part of a domain.

    I have a wireless card (orinoco). Everything works just fine.

    To change the IP address, I have to log in to the domain as an
    administrator and change the IP. To change the wireless profile(on
    the orinoco configuration software), I also have to do this as
    Administrator.

    I'd like to give a/one user the rights/privileges to change the IP
    address or to change the wireless profile while the user is logged in
    as himself.

       What setting must be changed in the local or global policy setting
    and how?
