Activex self-registers under XP, Win2K, but not NT

I have an MFC ActiveX control, when downloaded from a webpage,
registers itself okay with XP and Win2000 machines, but not with NT
machines. I have made sure that all the dlls needed by the ActiveX are
there, and all up-to-date. And I can register my ActiveX just fine
manually (using regsvr.exe) on those NT machines.
Are there any security differences between NT and Win2000 & XP
regarding ActiveX controls registration? Could this be related to some
restricting permissions set on the registry of the NT machines that
prevent the ActiveX to self-register from a webpage?
Please help! Any suggestion or pointer would be greatly appreciated!

You are saying you want to install the ActiveX via the browser and world wide web, but what if the end user does not have Admin rights ... The "new" way of doing this is where everyone has .NET on their machines and then you use something like ClickOnce to run client apps in the user context. ...
