    It's probably recoverable (or resettable), but not
    necessarily easily.

    Refusing to provide the password is another violation
    of the law. Depending on which state you are in, the
    law may have teeth in it, making it worthwhile to take
    legal action to force him to provide the password.
    Your company should probably do this anyway,
    as any money spent to recover the password or
    rebuild the system is recoverable under the law,
    often with triple damages.

    As a matter of public policy, a**holes like that
    should be prosecuted anyway.

    Failing that, pick up a copy of Windows NT Server
    Unleashed, and check out various tools like
    L0phtCrack.
