How to restrict user from downloads, access to display settings, and more w/o domain?

Can anyone help with this issue? I have a couple of pain in the asses that
download junk from their email client, Lotus Notes, and use their downloaded
pictures as wallpaper. they also bring these things in via floppies and
CD's. My company is too stupid to listen to my advice on using this domain
controller and implementing security policies that way. Any help on editing
the registry would also be appreciated on this matter.
