Everyone else is correct. 192.168.x.x is private address space not routable
to the Internet. However that is not in of itself the problem you have.
You are most likely having an issue with the ISP not doing full service IP
translation. For example a linksys router for home cable/dsl lets multiple
computers share on IP address in the real world side while providing
192.168.1.x to any computers on the inside. For file transfer etc to work
properly someone on the other end has to be able to see your computer on the
Internet as a server. If you do not do what is called port forwarding on
something like a linksys which says to forward any network requests for that
service to a particular PC then they can never connect to you. Depending on
what your ISP has done and is using as a border router it is likely it is a
similiar issue.

Short answer, it is the configuration of your ISP's network as it merges
onto the Internet. Consult them about the issue or find a full service
provider.
