Yup. First ensure that this is the IP address you are being assigned by
the ISP, not a local address. If so, read on.
The address is non-routable. I have seen a number of el-cheapo ISP's
use this addressing scheme because they are too miserly to lease a
block of routeable addresses.
It is the source of your problems. Ditch the ISP.
