Global Policy and Win NT 4

I have a network which consists of NT4 servers (1 PDC and 1 BDC) and I am
upgrading all the workstations to Win XP. I know how to create a local
policy on each workstation, but how do I create and server out one global
policy to all workstations? I am not using ADS or do I intend to in the
near future.
