Documents option in Start Menu - NT 4.0

I am trying to completely remove the Documents option from the Start
Menu of a Windows NT 4.0 workstation. From the information I have
gathered the policy should be:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explor
er]
  "NoRecentDocsMenu"=dword:00000001

However this does not seem to work (for server of workstation). The
setting does however work on Win2000 and XP.

Additioanlly, I would like to remove the Help option but I know that
this is not possible from Microsoft Knowledge Base Article - 182439.
If anyone has found a way around this I would be interested in knowing
how it was done.
