Assign right to defragment drive to users

Hi,

I'm a co-admin on an NT4 server with W2K workstations. The local users
on the wks's don't have the rights to defragment their local
harddisks. Is there a way to grant this right without changing their
group membership?

I've tried mmc and change the basicwk.inf security template, altering
the right to dfrg.msc to include full control to the group Users, but
that doesn't work.
