Locking out expired users ?

Is there any way I can automatically lock out users with expired
passwords ?

Currently I have the problem, that we create some users that are never
used, and we have other users that becomes inactive. After the
password expiry period of x days, the users can still log in with
their old password.

We want to inactivate the users so that they will have to contact the
help desk to get ulocked again.

We can do this in Lotus Notes, on unix, and I can see Novell supports
it as well. But I have yet to find it in Windows.

A NT 5 solution prefered, but since we are moving to AD at some point
after .NET Server is out, an explanation on how to make it work there
would also be OK.
