give rights to use user manager

hello.

I'd like to know if it's possible to let a user access and get full
control over the user manager wihtout putting the user on the
administrators group. i think that it may be done through regedt32.exe
by setting some sort of key on the registry...

btw, i'm just trying to configure a windows nt workstation (not
server).
