    An administrator has many special abilities in NT - not being locked out for
    lack of licenses is one of them. Not being locked out for incorrect logins,
    in some cases, is another. Being allowed to log in locally when others
    can't, in some cases, is another.

    There are corresponding (major) risks associated with having too many admin
    accounts - it really is a good idea to continue down the path you've
    started, and solve this before the big influx of new, less trusted
    employees. It will make life easier down the road.
