active directory security

When I make a security change in active directory for a built in group
i.e (administrators,domain admins, and enterprise admins)the change
seems to work, but after a while the change reverts back to the way it
was. I make the change on the primary DC and then replicate out to the
others. I am trying to restrict these groups from being able to send
mail as another user.
