non admin users + register web activeX controls

hello,

i plan to develop an ActiveX control for my web product and i have a
question regarding security and user rights.

if i run my browser on an Win2000 client PC, will i be able to download &
register an ActiveX control (signed or not signed) on the PC ? i guess
"not"... could you confirm this please ?

what are the minimal user privileges to register an activex control on
Win2000 (or XP) ?

any help would be greatly appreciated
