Delegating *one* service to a workstation

I have several apps that relay upon services running on a server.
In each case there are occassions where the service needs to be stoped,
started or restarted for Some Good Reason, and there is someone out there in
userland that I'd be happy to delegate this task to - *if* I could give them
some sort of app or shortcut at their desktop.
Currently of course they have to have access to the server console, or ask a
server operator to do it for them - not perfect when one key app needs
re-starting at 5am!
What options are there for doing this?
