Utility to view file & folder permissions by user & group

I would like a feature in NT to see file/folder permissions by user/group as
it was possible in Netware. I started to write a program to do this by
gathering and viewing ACL's (see www.gcnet.co.uk/products/spectacl) but
haven't the time to develop this further. Does anything similar already
exist or
would anybody be interested in pursuing the idea?
