XP does not prompt domain password change

XP professional set up as machine in a workgroup, using domain resources.

When setting NT 4 domain to change password at next logon, the XP user does
not get prompted at logon.
Once you try to use email or other network resources, it will prompt for the
change, but it does not complete the change or deslect the flag in user
manager.

Any suggestions?
