Backup folders with permissions & security to another Nt-box, not in domain

Hi,

We have a server where all our data passes, our File transfer server. It
passes data from mainframe to NT, from NT to mainframe, to & from unix
etc....
The server is not in a domain because we use Novell. The thing is we have a
big directory structure with security on folders and permissions. If we just
copy or backup the folders , the security and permissions are not backupped.
And for disaster recovery this is not quite good.
All the users are locally stored, and we back them up with regback.exe (tool
on the NT resource kit)
there is also a tool on the resource kit (ROBOCOPY.EXE) to copy files with
their security and permissions. But if we are not in a domain, can it copy
the structure of the directories with permissions to another box ? i think
it will be gone
Where does windows store the information of security and how is it linked to
the users , SAM file

does anybody has experience with this subject?
