Producing such documentation costs money that few businesses are willing
to spend, probably because they fail to see a sufficient potential
benefit from your proposed form of micromanagement. Your colorful
anecdotes of "Internet vandalism" are far outweighed by ordinary
everyday experiences of people using not-as-secure-as-they-could-be
personal computers to get their jobs done.

General-purpose computers with Internet access have joined telephones
and staplers as standard equipment on corporate desks, and crusading
to undo that is a waste of everybody's time.
