If you don't want to read the MS docs on this then you can use Gilles Vollant's
bootpart to modify your boot.ini file

however, although this will allow you to start loading win98, it will rapidly
fail. The drive number is hard-coded into the boot sector of the fat32
partition as 0x80 which is wrong if it's disk 1. (should be 0x81) The easiest
way to fix this is with the ranish partition manager

this will spot the problem and offer to fix it for you.
This is all you need to do to enable dual booting between win98 and NT4 using
the NT boot manager
There is no need to have a fat16 partition to get the dual boot to
work.
You won't be able to read or write the partitions of one operating system from
the other. If read access is sufficient then there is free software to do this
from http://www.sysinternals.com
