Account locked out

I have an account locked out of an NT 4 server.
If I try to log on it says the account is locked.
If I try to create a new user I still cannot access this server. Only
existing users can get into it.
This is not true with all other NT servers on the network only this one.
Any hints as to where to look for the problem?
