Steel Belted RADIUS - Logins are authenticated but only show as phantom logins

I work for an ISDN and ADSL Service Provider. The RADIUS is used for
authentication of client routers onto our network. From here they are
routed to ASP and E-mail servers and the Internet.

We have recently had to move our RADIUS service to another server.
Both the old and new servers use Funk softwares Steel Belted RADIUS
running on Windows 2000 server.

I installed the software on the new server as per the Win2000
instructions. I then rebooted the server and started the service - No
problems.
Next I exported a RIF file from the original server (which was then
removed from the network) and imported this into the new server -
again no problems.
I now had an operational server with the same configeration, users,
RAS clients etc as the original server.

Users then began to login. Each router is correctly authenticated and
users can access the network and internet with no problems. However
each login only displays in the currrent sessions window for 3 minutes
before vanishing. Ive found that this is a
