Policy settings in Win2k...

Hi All,
I have problem with policies. On our W2k terminal server we supply our
customer with a clean fine-tuned desktop and redirected folders by a policy.
One of these folders is the "Start Menu" folder. This folder is empty in his
userprofile and also in his redirected "startmenu" folder, but whenever he
logs on, he is able to see an empty "programs" folder in his startmenu. So
this "programs" folder is default created when he logs on.

I want to get rid of this "programs" folder for 2 reasons:

1. It is empty, so it is not needed. I like everything clean.
2. Although I have walked through the whole policy, the user is able to
double-click the "programs" folder which opens the explorer. I don't want
this to happen, it is -of course- a security issue. Right-clicking is
disabled.

Does anybody know a way to disable the double-clicking or to get rid of that
"programs" folder?
