    Any old Pentium 100 with 64 MB RAM running Apache on Linux, FreeBSD,

    Insert any bootable CD with free Uni* clone, install secure OS, limit
    the services to the neccessary minimum (http, maybe https), install
    Apache, configure it, run it.

    Your boss is clieless, simply forget IIS, forget Norton Personal
    Firewall, consider using a more secure system. Maybe you get the
    license fee for the win2K server back.
