Folder permissions - how to change?

I've recently shifted from Linux Administration to Windows 2000
Administration. Network consists of SBS Windows 2000 Server and 32
workstations running a mix of Win2k professional and WinXP.

I had a user named vikasp (local). There is a folder C:\data\vikasp
owned by vikasp user(local). There is also a Domain user vikasp. I
accidentaly deleted the local user. Then I found that C:\data\vikasp
was inaccessible.

Even local admin or Domain admin is unable to access that folder. How
can I reset the premissions?

Is there any way to reset premissions on a file or folder owned by a
specific user. The user has granted permissions to only himself, using
Administrator Account I'm not able to even view the security
permissions...

Being formally a linux administrator I know there root(Administrator)
have full control of the system in linux, even if user set what ever
permission Is there any way to do the same in Windowns NT/2000
