control Start menu over policy editor

Hi,

Is anybody know that can Policy Editor control the application in the start
up menu in win 98 & win 95 ? How is it ? My problem is I would like an
application to run after there have login, but the application can't run in
win nt/2000 platform, that why i need something that can control the start
up menu for all the win 95 & 98 PCs.
