System policys

I have recently set up a system policy on our NT domain. This was put into
to ensure that a standard desktop was being used. This policy seems to work
fine on most machine's excpt some win95 onces. What happens is that the
standerd desktop is loaded at start up and then once windows has fineshed
booting the desktop wall paper disapears. Anyone any Ideas
