Not sure if this is quite what you're looking for, but I think it might at
least be in the right direction.
Take a look at the following article:

Perhaps changing this for HKEY_USERS\... for the desired users will work,
too. I haven't tried it, so I can't say for sure, but I do know that this
works under HKCU. Good luck.
