    Hi there,

I don't know about a case of there not being a page file at all but there is
a problem with a pagefile being too small (can happen when an installation
of a SP failes, for example) decreasing performance to a point where your
    system stops responding.

As far as i know, you can not create/delete a pagefile in safe mode - you
need to use the Recovery Console for that purpose.

You need to overwrite the pagefile, then delete it from within the RC. On
next bootup the system will detect the pagefile missing and use the Virtual
Memory settings from System Properties, Advanced, Performance Options to
    recreate it.

You may want to investigate it to see if it solves the problem ( "Recovery
console" +pagefile +delete search should return some links) .

    Good luck
