The short answers:
Yes !
there are many different ways
Besides physical security - No !
I'm admin of a school network too and we have employed physical
security - a teacher watches in his sparetime over the computerroom
when there is no actual lesson in it. Further the pupils have to sign
a paper where the date and the use-time is noted.
