NT4 terminal server local access

I am running an NT4 terminal server. When I log on locally my
environment is severly restricted (i.e., cannot shutdown, no command
line access, etc.) However when I connect remotely I have full acces
to everything since rights are assigned form the domain admins group.
How do I change the local login rights, I think it must have something
to do with a local policy. Any help would be most appreciated, thank
you in advance.
